OpCert Tracker: operator certification, training and facility compliance in one portal

A working prototype prepared in response to the Ohio EPA request for quotation SRC0000041892 for an Operator Certification Tracking System. It brings operator profiles, exams, training, certificates, facility reporting and compliance into one role-based portal with state single sign-on.

One portal in place of separate services

The prototype runs over a fictional operator, facility and laboratory population. Switch between seven roles and run each workflow end to end.

What it does

Exams and certificates

Exam applications with live eligibility checks, fee payment, staff review, scheduling and scoring. A passing score issues the certificate, with renewals, contact-hour checks, printing and public verification.

Training management

Provider and course catalog with course approval. Attendance rosters credit contact hours and reject unknown IDs, future dates and duplicate credit.

Facility reporting and compliance

Monthly operating reports with drinking-water rule checks, lead service line inventories, staffing and operator-of-record rules, certified labs, and a deficiency workflow.

Electronic signature with a copy of record

A CROMERR-style signing flow on reports: identity check, certification statement, challenge question and a hashed, tamper-evident copy of record, queued for exchange with U.S. EPA. Simulated in the prototype.

Data migration

SQL Server to PostgreSQL conversion with review flags, identity resolution that merges people from six legacy platforms, and row-count and checksum reconciliation after each rehearsal load.

Payments, notices and reports

Fee hand-off to a state payment service with no card data stored, templated email notices and renewal reminders, global search, program metrics and CSV export.

Use the role picker under the page header to switch between users. Each role sees its own navigation, data and next step.

Self-service

Apply for exams, renew certificates, track contact hours and print a certificate or wallet card.

FACILITIES AND LABS

Submissions

Enter and sign monthly operating reports, update service line inventories and change the operator of record.

PROGRAM STAFF

Review queues

Due-date-sorted work queues for exams, courses, renewals and reports, with accept or return and a written reason.

ADMINISTRATORS

Oversight

Users and roles, rule configuration, data migration, the deployment architecture and a hash-chained audit trail.

Designed for state hosting

Agency-hosted cloud

Proposed for agency self-hosting on Amazon ECS with AWS Fargate and a PostgreSQL database, delivered as AWS CloudFormation templates, with a .NET application layer.

Single sign-on

Public users sign in through the state identity service and staff through the state directory, with group claims mapped to roles (simulated in the prototype).

Every change on the record

Each action is permission-checked and logged with time, user and outcome in a hash-chained audit trail that detects tampering.

Rules as configuration

Renewal cycles, contact hours, eligibility, staffing minimums, report limits and fees are versioned configuration, not code, so the program can change them.

The prototype runs in the browser over synthetic data; payments, sign-on, email and exchange with U.S. EPA are simulated. Nothing is deployed to any agency environment.
