COMMODITY TAX ADMINISTRATION • OSONWANNE GROUP LLC

CactusComply Government: one configurable system for permits, returns, refunds and inspections

A working prototype prepared in response to a Government of Yukon request for information on tax administration modernization. It runs tobacco, insurance premium and fuel oil tax in one platform, on synthetic data, with an inspections app that works offline.

Sized to a real program

The prototype is seeded to the scope in the RFI. Every permit holder, return and payment in it is synthetic.

3

Tax programs in one platform: tobacco, insurance premium and fuel oil

628

Active synthetic permits, matching the count stated in the RFI

8

Permit types, from tobacco wholesalers to inter-provincial carriers and insurers

32

Requirements traced from the RFI to a screen and the code behind it

Tax administration dashboard showing 628 active permits, filings on time, arrears, refunds pending, revenue by tax type by month and permits by type
The staff dashboard: KPIs, a work queue, revenue by tax type and permits by type, all on synthetic data.

What it does

Permits and returns

Apply, approve and renew permits, then file monthly, quarterly and annual returns. Tax is calculated from effective-dated rates and validated before submission.

Amendments that keep history

An amendment is a new version linked to the original, with a field-level comparison, recalculated tax, and a balance due or refund. Nothing is overwritten.

Offline inspections

An installable web app works with the network off: checklists, product counts, photos and notes. On reconnect it syncs and shows conflicts instead of silently overwriting them.

Refunds with separation of duties

Refunds and penalties move from assessment to approval against signing limits. The person who assesses cannot approve. Digital signatures are simulated in the prototype.

Reconciliation and reporting

Auto-match a simulated deposit feed, with an exceptions queue for the rest. KPI dashboards, a report builder, and illustrative agency report layouts round it out.

Tamper-evident audit trail

A hash-chained log you can verify on screen, anomaly flags for officers, and an access-request export that redacts third-party information.

Who it helps

TAX OFFICERS

Work from one queue

Permits, returns, inspections and refunds in one place, in place of manual mirroring between systems.

DIRECTORS

Review and sign

Approval routing by role and amount, with a record of who decided what and when.

ADMINISTRATORS

Change without code

Rates, filing rules and even a new levy are configuration. The levy in the demo is hypothetical.

TAXPAYERS

File online

A secure portal with multi-factor sign-in for filing, amendments, messages and payment status.

What is real, and what is simulated

The workflows, tax calculations, offline sync, audit chain and REST status API run in the prototype. Published tobacco, fuel and insurance premium tax rates were checked against yukon.ca on October 12, 2026; penalty amounts and signing limits are labelled placeholders.

Staff single sign-on, digital signatures, the invoicing API and the deposit feed are simulated. Agency report layouts are illustrative. The proposed production design hosts all data in Canada on Microsoft Azure. The commodity-tax configuration has no government deployment yet. It builds on CactusComply, our tax platform, which the Arizona Department of Revenue has approved for e-file and which has been live since April 22, 2026.
